Micah Kynard had been involved in a dispute with a family member around 7:05 p.m. on Standish Place in North Stafford, Stafford County Sheriff David Decatur said.
Kynard reportedly threatened to burn down the home and while driving on Garrisonville Road, intentionally struck a family member’s car in traffic. Kynard was gone when police arrived.
Deputies canvassed the area and learned Kynard had just driven down Elm Street without headlights, signaling the beginning of a "nightmare" of a call, Decatur said.
"Kynard called the Stafford County Emergency Communications Center several times and unleashed a tapestry of obscenity toward Communications Officers," Decatur said.
Deputy X.D. Bates found Kynard driving on Winding Creek Road and attempted a traffic stop. Kynard sped up to approximately 75 mph and then abruptly stopped in the roadway on Walpole Street. Instead of complying with commands to surrender, Kynard ran toward the wood line, according to the sheriff.
Sergeants E.E. West and M.L. Jacobeen had responded to assist and joined in the foot pursuit. Kynard was stymied by a fence in the woods and was quickly taken into custody. During his arrest, Kynard assaulted one of the deputies.
Kynard was charged with domestic assault and battery, assault and battery on law enforcement, threats to burn, eluding, obstruction, DUI, refusal, drinking while driving, aggressive driving, reckless driving, hit and run, failing to obey a highway sign, traffic lane violation, improper stopping, no headlights, fail to drive on the right side of the roadway and disorderly conduct on hospital grounds.
He was additionally charged with 15 counts of falsely summonsing 911, annoying phone calls and threatening language over the phone- no one is going to say those things to our Telecommunicators. Kynard was held at the Rappahannock Regional Jail pending his ability to participate in a bond hearing.
